Purpose
A Non-Creamy Layer Certificate is a government-issued document that identifies OBC individuals who are not part of the wealthier “creamy layer,” allowing access to reserved benefits and schemes. Eligibility is based on income and asset limits, and applicants must submit proof of income, assets, and identity.
Note: Non-Creamy Layer Certificate is issued based on income and asset limits of the parents. So in the case of ladies who are married income proof of the parents are to be uploaded rather than husbands family.
